About
I'm Abre Etteh, an ARB-registered architect. I've helped prepare four Gateway 2 and Gateway 3 submissions to the Building Safety Regulator, covering compliance declarations, competence strategies and the evidence behind them. I've seen where clients, designers and contractors get it wrong, and how easy it is to claim more than the evidence supports.
Why I built Dutyholders
Most training tells you what the regulations say. Very little helps you practise what your role actually requires, until it's second nature. Dutyholders does that, with short scenarios, spaced practice and answers that cite the regulations.
How the content is made and checked
Questions and rule cards are written from official sources (legislation, Approved Documents and Building Safety Regulator guidance), drafted with AI assistance, and reviewed by an ARB-registered architect. Each item shows whether that review has been recorded yet.
Items marked “Verified” have a recorded review. Everything else is labelled as a draft until it is reviewed. I do the reviewing myself, and the review record shows what has and has not been checked.
Where I'm coming from
- I wrote the London Borough of Merton's Small Sites Toolkit, adopted planning guidance, and took it through officers and councillors.
- I sit on Merton's design review panel as an independent member.
- I've led projects from concept to handover in London practice, including a Grade II* listed townhouse, and worked on the client side of development.
- I lectured in architecture at Kingston University for eight years.
- I've built data tools analysing more than 15,000 London planning decisions.

Dutyholders is a learning tool for the Building Regulations in England and the Building Safety Act's dutyholder rules. It is not professional advice and does not certify competence.
